In 1855 Captain John Burgess was selected to determine the geographical center of Clarendon County in South Carolina in order to establish a county seat and construct a courthouse village. Upon locating the center of the county it was determined there would not be enough land available for the village. The location was then relocated to the present location of the Clarendon County Courthouse in Manning.

The town of Manning received its charter January 28, 1861, by an act of the legislature, and was rechartered by the Secretary of State March 15, 1904. Today Manning stills serves as the county seat.
